Some media outlets were saying peg-outs will only resume when all 600 BTC were added back, but the federation has already been conducting semi-automated peg-outs for the last week to members. From an end user perspective (users of @AquaBitcoin, @side_swap, or @BULLBITCOIN_) they could already peg-out L-BTC to BTC for more than a week already.
