4/ My current assessment: if you can preserve effective competitive pressures, encouraging domestic manufacturing makes sense—including because China is obviously using its position in global supply chains to create potential strategic chokepoints.

5/ But beware of anyone who is able to build a monopoly position of any kind, including relative to new technology.
