    2/ Fast detection. Skip pairs that can't clash: disjoint time spans, or no shared frequency band. Check survivors with a linear two-pointer merge instead of O(n·m). Output identical to the naive baseline. Real data 2.3×, sparse loads 3.4–4×, dense 1.1–1.5×. Honest numbers.

    3/ Model. Priorities become a lexicographic objective: 1) fewest cancellations 2) fewest plans moved 3) smallest total movement Class A is locked. Shifts are capped at |Δf|≤10 bands, |Δt|≤5 slots → 231 candidates per plan. #OperationsResearch
