However, what the record clearly shows is this: -Untreated sewage continued to flow into Varuna and Assi for decades. -Drain systems existed, but interception was incomplete. -Floodplains of Varuna and Assi were not demarcated. -Encroachments along river courses continued unchecked There is no evidence of time-bound, basin-wide correction plans prior to recent years. In simple terms: 👉 Infrastructure existed, but outcomes did not change. 👉 The problem persisted year after year without closure. This is crucial: the rivers did not suddenly become polluted after 2014 - they were already suffering from decades of unresolved sewage discharge. 2️⃣ What Changes After 2014: From Passive Assets to Active Systems The post-2014 period marks a shift from inherited infrastructure to active system correction,in four clear ways: (a) Quantification of the Problem-: For the first time, sewage discharge is explicitly measured and acknowledged: -Assi river: ~78 MLD sewage identified -Varuna system: 15 drains mapped, including new drains added after municipal expansion Acknowledging the exact volume is the first step of real reform, not denial. (b) Diversion + Treatment, Not Just Construction-: -50 MLD already diverted and treated at Ramna STP (Assi). -Remaining 28 MLD formally planned via a 55 MLD STP at Bhagwanpur. -Approved by NMCG -Tender completed -Letter of Award issued -Interim measures (bioremediation + Advanced Oxidation Process) deployed instead of waiting passively This shows continuity of action, not event-based announcements. (c) Drain-by-Drain Accountability (Varuna)-: -15 drains identified -13 already tapped via interceptor sewers -Remaining drains explicitly named, not hidden -Meetings chaired by the Chief Secretary of UP -Departments assigned responsibility for: *De-silting *Repair *Pumping stations *DPR resubmission under Namami Gange This is not “lipstick work”,it is administrative ownership. (d) Governance & Enforcement -Missing for Decades-: -Floodplain demarcation orders issued -Pillar erection directed -Encroachment removal linked to revenue records -Multi-department coordination formally recorded These steps were never systemically enforced earlier, which is why pollution became chronic. 3️⃣ Why “Boat Sampling” Activism Fails the Reality Test? Taking a water sample from a random river point proves only one thing: ➡️ sewage problems take time to resolve. What it does not prove: -That no interception exists -That treatment capacity hasn’t increased -That ongoing projects are meaningless One thing isundeniable: For decades, untreated sewage flowed. Only in recent years are volumes, drains, timelines, and accountability clearly documented and acted upon. Those who claim credit without ever proposing interceptors, STPs, pumping stations, or timelines must answer a simple question: What structural solution did you put on the table in all those decades? 4️⃣ Bottom Line-: ❌ Ganga & tributaries are not magically clean yet. ✅ But for the first time, the problem is being engineered, not emoted. ✅ The difference is systems + timelines + responsibility ❌ Noise without infrastructure achieved nothing for decades ✅ Measured, imperfect, ongoing work is finally visible on the ground This is not a claim of perfection. It is a claim of direction-and the records support it.
