As the treaty is written, Article 49 of the Treaty on European Union says 𝗼𝗻𝗹𝘆 𝗮 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗰𝗼𝘂𝗻𝘁𝗿𝘆 𝗺𝗮𝘆 𝗯𝗲 𝗮𝗱𝗺𝗶𝘁𝘁𝗲𝗱 𝗮𝘀 𝗮 𝗳𝘂𝗹𝗹 𝗺𝗲𝗺𝗯𝗲𝗿. The only route in would be amending the treaty itself to drop or widen that requirement, and treaty amendment under 𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟰𝟴 𝗻𝗲𝗲𝗱𝘀 𝗮𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 𝗳𝗿𝗼𝗺 𝗲𝘃𝗲𝗿𝘆 𝗺𝗲𝗺𝗯𝗲𝗿 𝘀𝘁𝗮𝘁𝗲! And this week, four countries broke the silence to oppose the “𝗮𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲 𝗺𝗲𝗺𝗯𝗲𝗿” designation. 𝗚𝗲𝗿𝗺𝗮𝗻𝘆, 𝗜𝘁𝗮𝗹𝘆, 𝗙𝗿𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗚𝗿𝗲𝗲𝗰𝗲 are the ones that filed objections. In fact Germany is leading the push to strip the phrase out of the text entirely. 🤣 What Von Der Leyen offered is an association agreement, a contract between the EU and an outside country.
