The @PlanComPakistan has prepared a set of recommendations for #CivilServiceReforms under the personal guidance and supervision of Minister @betterpakistan. In a high level meeting, senior govt. officials endorsed the proposal that will now be presented to @CMShehbaz. 🧵1/n

The proposal emphasises inclusion of technical experts and professional HR Managers in key ministries, enforcing performance agreements b/w the ministries & PMO and adopting a Citizen’s Charter for time bound service delivery in ICT among other recommendations. 5/n.

The #CivilServiceReforms have been a key challenge for successive governments given the inertia and path dependency of prevailing system. Measured but meaningful steps are needed, even if small, to nudge it towards greater inclusion, specialisation and responsiveness. (6/6).

#CivilServiceReforms #NES The reforms committee is considering stopping recruitment in OMG of CSS. Meaning no desk officers ie Section Officers. So we are expecting boomers to Ctrl+F their way around the internet/government rules to build cases by themselves.

3/4: The idea of doing away with secretariat service doesn't make sense since UK Japan Malaysia and almost every developing country have their central secretariat service as their premier civil service. #CivilServiceReforms
